Navigational rules

Navigational rules, known as bye-laws, outline the proper usage of waterways. Waterways Ireland, through its Inspectorate, has responsibility for enforcing those navigational bye-laws. The Royal Canal adheres to specific bye-laws, including:

  • Act No. 3/1986 – Canals Act, 1986
  • S.I. No. 247 of 1988 – Canals Act, 1986 (BYE-LAWS), 1988
  • No. 11/2005 – Maritime Safety Act

Mooring Regulations

On the Royal Canal, mooring is subject to regulations:

  • The Combined Mooring and Passage (CMP) permit allows mooring for up to five days per calendar month.
  • The Non-Residential Extended Mooring Permit (NR-EMP) allows mooring in a designated spot for up to one year. NR-EMP is for non-residential purposes only and cannot serve as a primary residence. Overnight stays are limited to 90 days annually.

Vessel storage and maintenance is vital for ensuring safety by preventing breakdowns, maximizing performance through better fuel efficiency and reduced wear, extending a vessel's lifespan by protecting it from elements and addressing issues early, and maintaining compliance with safety regulations.

  • Dry docks

    Waterways Ireland has a number of dry docks facilities which can be hired by members of the public for maintenance, repairs or inspection to private boats.

  • Winter mooring

    Winter mooring is not available on the Royal Canal.

Waterways maintenance

Maintenance works on the waterways are, where possible, carried out during the winter. When navigating any waterway between 1st November and 17th March you are advised to contact Waterways Ireland Operations Division or the Inspectorate before making your journey to confirm that the waterway is open.

Vessel permits & registration

Vessel registration and permits are important for ensuring the safety and responsible use of waterways by the public, and identification in the event of theft, damage or emergencies.

    A Permit System operates on the Royal Canal. Permits are annual and are valid from the 1st November to the 31st October each year.
